Blue tracts are 2018-designated Opportunity Zones (IRC §1400Z-1) on their 2010 census boundaries, per IRS Announcement 2021-10. Amber tracts are eligible for OZ 2.0 nomination per Rev. Proc. 2026-14, on 2020 census boundaries (locked through 2036). Deeper shades mark each list's rural subset. The fate view grades each 2018 zone from slate to teal by the share of its land that remains eligible for renomination.
