These 17 MLB Stadiums Are Located In (Or Next To) Opportunity Zones

With Major League Baseball’s postseason in full swing (pun intended!), now is a great time to look at which MLB ballparks are located in Opportunity Zones. Plus, the Oakland A’s may no longer be in Oakland, but in the coming years, they’ll call not one, but two different Opportunity Zones home!

Introduced in December 2017 as part of President Trump’s Tax Cuts & Jobs Act, the Opportunity Zones program incentivizes real estate and business investments in certain low-income communities scattered around the country by providing investors with major tax breaks, so long as certain requirements are met.

There are 14 Major League Baseball stadiums (out of 31 total, including the Athletics’ new stadium in Las Vegas) that are located in Opportunity Zones, plus three additional stadiums that are located in very close proximity to Opportunity Zones.

This is an impressive total, considering only roughly 12 percent of the landmass of the United States lies within an OZ. Clearly, stadium districts are ripe for development opportunity and investment. And MLB teams, stadium owners, and development partners who build or redevelop in these communities could be eligible for substantial tax breaks.

The map below shows all 31 current and future MLB stadiums. (Click here for our Opportunity Zones map.) The 14 green markers indicate the stadiums located in Opportunity Zones; the three yellow markers indicate stadiums located in close proximity to Opportunity Zones; and the remaining 14 red markers indicate stadiums that are located neither in nor within close proximity to Opportunity Zones.

Note: This article considers two future stadiums for the Athletics, including their temporary home in West Sacramento, CA, beginning in the 2025 season, and their new permanent home in Las Vegas, NV, beginning in the 2028 season. Their former home ballpark — Oakland-Alameda County Coliseum, where they played their final game in September 2024 — is not included.

MLB Stadiums Located In Opportunity Zones

MLB teams and owners of stadiums located in Opportunity Zones could invest in new construction or redevelopment in neighborhoods around the stadium. Hotels, retail, residential, or mixed-use projects would best leverage heavy foot traffic in close proximity to a major venue. If such investments are structured inside of Qualified Opportunity Funds, investors can potentially eliminate capital gains tax liability.

It may also be possible to receive Opportunity Zone tax breaks on stadium renovations, if the deals are structured properly. And in the case of the Las Vegas Athletics, the actual stadium construction could, in theory, be partially funded with OZ equity. Below is a list of the 14 MLB stadiums that are located in Opportunity Zones.

Minute Maid Park in Houston, TX (Houston Astros): Downtown Houston has grown significantly in the past decade with new residential and commercial developments. Though Minute Maid Park hasn’t seen major upgrades, the surrounding area may be able to benefit from Opportunity Zone incentives.

Sutter Health Park in West Sacramento, CA (Athletics, 2025-27): The Athletics are moving out of one Opportunity Zone location (Oakland-Alameda County Coliseum), and temporarily into another (Sutter Health Park in West Sacramento, CA), before moving to the new permanent home on the south end of the Las Vegas Strip, which also happens to be in an Opportunity Zone. They will become the first team in Major League Baseball history to play home games in three different Opportunity Zones.

New Las Vegas Stadium in Las Vegas, NV (Las Vegas Athletics, starting in 2028): Set to open in 2028, the A’s new stadium in Las Vegas (currently going by the name of New Las Vegas Stadium) will be constructed on the site of the former Tropicana Casino Hotel, which lies at the very northern end of an Opportunity Zone that covers the south end of the Las Vegas Strip and Harry Reid International Airport (formerly McCarran International Airport). The stadium itself could potentially be funded, at least partially, with Opportunity Zone capital. The new venue is expected to catalyze significant mixed-use and entertainment developments, leveraging its Opportunity Zone status. One such OZ site near the new stadium is the Dream Hotel, sponsored by Integris Real Estate Investments. An adjacent Opportunity Zone on the other side of I-15 includes Allegiant Stadium, home of the Las Vegas Raiders.

American Family Field in Milwaukee, WI (Milwaukee Brewers): Formerly Miller Park, this stadium hasn’t undergone significant recent upgrades. However, the surrounding area in Milwaukee has potential for development through Opportunity Zone investments.

Busch Stadium in St. Louis, MO (St. Louis Cardinals): The nearby Ballpark Village has expanded significantly, adding dining, entertainment, and residential spaces. The stadium itself has not undergone major recent upgrades but continues to be a focal point for neighborhood growth.

Chase Field in Phoenix, AZ (Arizona Diamondbacks): While no significant stadium upgrades have been made recently, the surrounding Phoenix area, eligible for Opportunity Zone investments, presents opportunities for mixed-use and retail development. One such OZ project is the Phoenix Stadium Self-Storage project, sponsored by YourSpace America Self-Storage.

Progressive Field in Cleveland, OH (Cleveland Guardians): Between 2014 and 2016, Progressive Field underwent major renovations, enhancing social spaces and seating. The downtown Cleveland area has also experienced continued revitalization, supported in part by Opportunity Zone development. On the other side of town, the Cleveland Browns NFL stadium lies in a different Opportunity Zone.

T-Mobile Park in Seattle, WA (Seattle Mariners): The SoDo neighborhood around T-Mobile Park continues to evolve with mixed-use and commercial developments, while the stadium itself remains largely unchanged in the past decade. The adjacent Seattle Seahawks NFL stadium also lies in an Opportunity Zone.

Petco Park in San Diego, CA (San Diego Padres): Since 2015, Petco Park has undergone upgrades, including new suites and fan amenities. The surrounding Gaslamp Quarter has seen steady growth, with Opportunity Zone incentives attracting retail and residential developments.

Tropicana Field in St. Petersburg, FL (Tampa Bay Rays): Tropicana Field underwent renovations in 2019, improving seating and fan amenities. The area around the stadium, part of an Opportunity Zone, has seen redevelopment, especially as discussions about a new stadium persist. In October 2024, the roof of Tropicana Field was blown off by Hurricane Milton, which will necessitate repairs in the offseason.

Great American Ball Park in Cincinnati, OH (Cincinnati Reds): Downtown Cincinnati’s riverfront area has seen significant growth, with ongoing retail and entertainment developments spurred in part by Opportunity Zone incentives, though no major stadium upgrades have been reported. Adjacent Paul Brown Stadium, home to the Cincinnati Bengals, also lies in an Opportunity Zone.

Comerica Park in Detroit, MI (Detroit Tigers): While the stadium hasn’t had significant recent upgrades, downtown Detroit has undergone a major transformation, with numerous hotels, restaurants, and residential developments revitalizing the area. Adjacent Ford Field, home to the Detroit Lions, also lies in an Opportunity Zone.

Guaranteed Rate Field in Chicago, IL (Chicago White Sox): Although the stadium itself hasn’t seen major upgrades, the Opportunity Zone surrounding it offers investment potential for ongoing redevelopment on the South Side of Chicago. Eagle OZ develops multifamily properties in the Bronzeville neighborhood, adjacent to Guaranteed Rate Field.

Yankee Stadium in Bronx, NY (New York Yankees): In 2017, Yankee Stadium underwent upgrades with expanded social spaces. The surrounding Bronx area, within an Opportunity Zone, has seen mixed-use developments and retail expansion.

MLB Stadiums Located Adjacent To Opportunity Zones

While the following three stadiums do not lie directly in the footprint of an Opportunity Zone, their surrounding neighborhoods do. These MLB teams or development partners could decide to catalyze community revitalization in neighborhoods adjacent to MLB stadiums, in a way that would make them and their investors eligible for the Opportunity Zone tax incentive.

Oriole Park at Camden Yards (Baltimore Orioles): Camden Yards is located near an Opportunity Zone in downtown Baltimore, offering potential for redevelopment in the surrounding area. Nearby M&T Bank Stadium, home of the Baltimore Ravens, is located in an OZ. Oriole Park, opened in 1992, has not undergone major recent upgrades but remains a catalyst for nearby hospitality and retail investments.

Nationals Park (Washington Nationals): Opened in 2008, Nationals Park is located in the Navy Yard neighborhood, which has experienced significant redevelopment, including new residential, retail, and office spaces. Its proximity to an Opportunity Zone further enhances potential investment in the already growing area. Redbrick LMD may be the most prominent Opportunity Zone developer in Washington, with numerous projects in the Navy Yard and elsewhere in the District.

Kauffman Stadium (Kansas City Royals): While Kauffman Stadium hasn’t seen significant upgrades recently, its proximity to an Opportunity Zone presents opportunities for development in the surrounding area, especially as discussions about relocating or upgrading continue.

MLB Stadiums Not Located In Opportunity Zones

These 14 MLB stadiums got the short end of the stick, and are not located in close proximity to Opportunity Zones.

  • Angel Stadium in Anaheim, CA (Los Angeles Angels)
  • Rogers Centre in Toronto, ON (Toronto Blue Jays)
  • Truist Park in Atlanta, GA (Atlanta Braves)
  • Wrigley Field in Chicago, IL (Chicago Cubs)
  • Dodger Stadium in Los Angeles, CA (Los Angeles Dodgers)
  • Oracle Park in San Francisco, CA (San Francisco Giants)
  • LoanDepot Park in Miami, FL (Miami Marlins)
  • Citi Field in Flushing, NY (New York Mets)
  • Citizens Bank Park in Philadelphia, PA (Philadelphia Phillies)
  • PNC Park in Pittsburgh, PA (Pittsburgh Pirates)
  • Globe Life Field in Arlington, TX (Texas Rangers)
  • Fenway Park in Boston, MA (Boston Red Sox)
  • Coors Field in Denver, CO (Colorado Rockies)
  • Target Field in Minneapolis, MN (Minnesota Twins)

Because there is limited reporting available on private Opportunity Zone fund investments, it is unclear which (if any) of the MLB team and ballpark owners that are located in Opportunity Zones are presently taking advantage of the tax benefits that OZs offer investors.
