How the Nomination Process Works

Every state, D.C., and the five territories nominate their own OZ 2.0 tracts. A governor opens a submission window and gathers community input, then sends a final list of census tracts to the U.S. Treasury, which certifies the nominations.

Where the Tract Lists Stand

The 56 jurisdictions are the 50 states, the District of Columbia, and the 5 inhabited U.S. territories — Puerto Rico, Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands. Each tile is one jurisdiction, colored by whether its designated census tracts are on our map. 56 of 56 are mapped in full.

Sources: Nomination statuses & deadlines adapted from the OZ 2.0 State Tracker developed by Frances Kern Mennone, FBT Gibbons and Home Field Advantage. Zone figures per OpportunityZones.com analysis of 2020–2024 ACS data, plus the 128 tracts Treasury added on September 28, 2026 under an Alternate Framework. OZ 2.0 = anticipated designations (greater of 25 or 25% of eligible tracts, capped at the number eligible); pending Treasury certification. Last reviewed November 5, 2026.

September 28, 2026 update: Treasury recognized 128 more census tracts in 32 jurisdictions as eligible for nomination under an Alternate Framework, bringing the nationwide total of OZ 2.0-eligible tracts from 25,332 to 25,460. The Census Bureau publishes no median family income for these tracts, so Treasury used each tract's family-income distribution to confirm it meets the low-income test. The additions also raise nomination caps in 20 states, so the number of Opportunity Zones expected to be designated nationwide in the OZ 2.0 round rises from 6,544 to 6,575. Every total on this page reflects the new figures. A second framework, for tracts whose residents were temporarily displaced by a disaster, has cleared one tract so far; Treasury hasn't named it. To see the 128 tracts, open the OZ 2.0 map, then Advanced, and tick “Alternate Framework only.”
